GSA 8(a) STARS II
GSA 8(a) STARS II simplifies the acquisition of IT services from certified 8(a) small and disadvantaged businesses, allowing federal agencies to earn 8(a) credit while obtaining reliable and pre-competed support in four functional categories.
With a $10 billion program ceiling and a five-year base period (with one five-year option), STARS II allows for the long-term planning of large-scale IT program requirements with proven 8(a) small businesses.
About KCI-Acuity, LLC - GSA STARS II 8(a) Contract
Our GSA STARS II contract is held by our SBA-approved 8(a) joint venture (JV) founded in 2015, KCI-Acuity, LLC (KCI-Acuity), combining the SBA-certified 8(a) corporation Kalani Consulting, Inc. (KCI) and Acuity, Inc. (Acuity) to provide the Federal Government with IT support services that span all four GSA STARS II Functional Areas across both Constellations (I and II).
KCI is an SBA Certified 8(a), HUBZone, and Service Disabled Veteran Owned Small Business (SDVOSB) and is joined by Acuity as a successful 8(a) graduate. KCI (est. 2009) and Acuity (est. 2002) have a successful history working together, which provides a strong foundation for delivering business results through the GSA STARS II contract vehicle. KCI and Acuity have partnered on dozens of Federal Government IT projects throughout the Department of State, Department of Treasury, and Department of Homeland Security.
KCI and Acuity possess a SBA Mentor-Protégé Agreement (MPA), executed in July 2015, allowing our two companies to continue developing our joint capabilities via our 8(a) JV to deliver services under the GSA STARS II contract vehicle. The MPA meets all of the requirements stipulated under the SBA Mentor/Protégé program established pursuant to C.F.R. §124.520 (a). We have combined and adopted the best practices of each company’s policies, procedures, and compensation plans for JV implementation.
Constellations
The GSA STARS II contract consists of two constellations (tiers) based on industry accreditations and 8(a) status. While both constellations offer vendors qualified to support all four functional categories, Constellation II vendors offer the additional benefit of either a Capability Maturity Model Integration (CMMI) Level II+ certification, or an ISO 9001 08 credential.
As a CMMI and ISO-certified vendor, KCI-Acuity is eligible to compete as a prime contractor in both constellations and in all four functional categories:
